A junk collector without a permit and a Xiao Wu
type pickpocket are by turns arrested by soldier
like police officers who proceed to interrogate
and casually abuse the suspects. Alternating between
strict investigative procedure and disturbing
mistreatment, the cops pay no heed to the camera
that captures it all, including the stress of
their jobs. Director Zhao Liang skillfully avoids
judgment, instead offering an intimate portrait
of this hard-scrabble community on the edge of
North Korea, where lawmaking and lawbreaking often
